Prior to directing the Global Early Childhood Development Program for the World Bank, Dr. Neuman effectively directed regional analytical work and peer learning programs in ten sub-Saharan African nations. As a senior education specialist, she has worked directly with government officials and development partners to plan, implement, and evaluate early childhood development policies and programs, and to elevate the prominence of early childhood development on the World Bank agenda.
Prior to joining the World Bank, she oversaw a variety of early childhood programs at the Open Society Foundations and served as a special advisor to the UNESCO Global Monitoring Report Strong Foundations: Early Childhood Care and Education (2007). Earlier in her career, she directed the OECD’s first policy evaluation of early childhood education and care in 12 countries and co-authored the comparative report Starting Strong (2001) with Dr. John Bennett.
Dr. Michelle Neumann earned a Ph.D. in Politics and Education from Columbia University and a BA in Public and International Affairs from Princeton School of Public and International Affairs. She obtained research training at Yale University’s Edward Ziegler Center for Child Development and Social Policy and Columbia University Teachers College’s National Center for Children and Families.
